The Department of Forensic Medicine and Toxicology started functioning in year 2021. At present, apart from routine medico-legal works, department is engaged in multifarious activities of teaching, training and research. It is involved in medico-legal post-mortems, Clinical Forensic medicine Services & court related works. Department is providing expert opinions in referred cases from courts, National Human Rights Commission, CBI, Crime Branch, Tamil Nadu Police and Investigating agencies from other states.

Long term plan is to develop Cadaveric Training Centre, Cadaver organ/tissue retrieval and processing Centre, Odourless Autopsy suite, Virtual Dissection-less autopsy, Forensic Molecular Biology unit, One stop crisis center for survivors of Sexual assault and Therapeutic transplantation Centre from brain dead in future. Clinical toxicology and antidote banking for treatment of poisoning cases is also being envisaged.

The Department has a facility which could manage approximately 24 dead bodies simultaneously and has all the necessary infrastructural, manpower, resources, residential and transportation facilities related to Forensic Human Identification related to any disaster and Dignified Management of the Dead.

The department is actively engaged in undergraduate teaching activities. The departmental faculty also imparts education by giving guest lectures to allied personnel’s like Doctors, Judges, Police Officials, Forensic Scientists through various agencies like NICFS, NIHFW, CDTS, CBI, NIA.

MORTUARY SERVICES

The Department of Forensic Medicine provides the Mortuary services and preserves dead bodies under the following situations: The MLC deaths of the Tiruppur district of state of Tamil Nadu.

CUSTODY OF MLC BODIES

  • As per the law of land, the custodian of dead bodies in all cases of deaths where further legal investigations are required is the jurisdictional police.
  • The hospital acts as a facilitator for preserving the dead bodies till police investigations are going on.
  • The custody and responsibility of body directly lies with the Police without any third party intervention.
  • The request for preservation is entertained by authorized doctors of Government Medical College & Hospital, Tiruppur who write as “allowed to be preserved in morgue under the custody of police”.
  • The department provides logistics like space, morgue cabinets and class IV assistants for local shifting of the dead bodies.
  • To summarize, it is the responsibility of the police personnel for taking 24 hours care of all such dead bodies of MLCs and maintaining safe legal custody of the MLC corpse. In case of unknown bodies, the post-mortem examination should be conducted as soon as possible after 72 hrs of death to avoid decomposition changes which may hinder the determination of cause & manner of death.

MEDICO-LEGAL & CLINICAL SERVICES

  • Government Medical College & Hospital, Tiruppur caters to the jurisdiction of all police stations under districts of Tiruppur which include magistrate inquest cases, board cases and exhumation cases.
  • The Department provides medico-legal post-mortem services on all days of the week during normal working hours 10:00 to 16: 00 Hours.

PRE REQUISITES FOR CONDUCTING THE POSTMORTEM

  • Post-mortem inquest papers will be received from 10:00 to 16:00 Hours on all working days and Holidays.
  • Post-mortem after normal duty hours will be conducted only after the information to and the approval of Competent authority, ie. District Collector.
  • The IO will report to the doctor on duty with the complete inquest papers.
  • The doctor on duty will go through the papers for any discrepancy and will then receive the case.
  • If the IO needs to constitute a Medical board for the Post-mortem examination, he has to proceed according to the procedure and guidelines detailed by NHRC guidelines.
  • If the Videography/Still Photography of the case is needed the IO has to give requisite to the In-charge of Department. The procedure and the guidelines regarding the Videography and photography should be conducted as per NHRC guidelines.
  • The identity of the dead body must be confirmed by the relatives and the police before the start of the Post-mortem examination.
  • In case of Unknown bodies, responsibility of the identification of the correct body lies with the IO.

PROCEDURE OF RECEIVING OF PM REPORTS

  • The police officer who has given request for the post-mortem will receive the report from the O/o District Police Surgeon, Government Medical College & Hospital, Tiruppur.
  • The reports can be received on normal working days in general duty hours.
  • Due to the confidentiality of PM reports, if the I.O. is not available then the police person coming for report collection should bring an authority letter duly forwarded by the concerned S.H.O.
  • The copy of the reports will not be given to any other person. If the relatives want the copy of Post-Mortem report they should obtain the same from Investigating Officer or contact the O/o District Police Surgeon, Government Medical College & Hospital, Tiruppur with NOC from Police/Legal heir certificate.

SEXUAL ASSAULT ACCUSED MEDICOLEGAL EXAMINATION

  • The Department of Forensic Medicine conducts the Medicolegal Examination of accused / survivor of sexual offences. The Jurisdiction of the cases dealt in the department is the same as that of the Post-mortem Cases.
